The Human Health and Potential (HHP) MISSION, hosted by the Agency for Science, Technology and Research (A*STAR) is a new funding initiative under the RIE 2030 Plan.

OVERVIEW

HHP MISSION is a newly established, mission-oriented funding initiative under the Research, Innovation and Enterprise (RIE) 2030 plan, focused on accelerating translational research in Biotech and MedTech.

It is designed to bridge the gap between upstream discovery research and downstream development by supporting projects that address clearly defined challenges with strong potential for real-world, commercial impact within a 5–10 year horizon.

OBJECTIVES

Inspired by models such as ARPA-H and Wellcome Leap, MISSION seeks to generate the biological insights, translational outputs and commercialisable IP needed to underpin novel therapeutics, diagnostics, MedTech innovations and enabling platforms, strengthening Singapore’s biomedical innovation pipeline.

Innovative Funding Approach

  • Unlike conventional funding mechanisms, which supports largely curiosity driven research, MISSION directs funding towards strategically identified areas of unmet need.

  • Through the systematic identification of critical scientific and technical bottlenecks that constrain transformative advances, MISSION focuses resources on overcoming barriers whose resolution can unlock significant opportunities for downstream development and commercialisation.

  • MISSION concentrates investments within selected thematic areas to build a focused and strategic portfolio.

  • By aligning projects around priority themes, MISSION seeks to create complementary outputs, strengthen capabilities in areas where Singapore possesses differentiated strengths and can develop a competitive edge, to maximise opportunities for commercial impact.

Active Programme Management

  • MISSION incorporates active programme management to identify challenges early, adapt strategies quickly and keep projects aligned with intended outcomes.

  • Led by an experienced Portfolio Director with oversight of the overall portfolio, MISSION adopts a milestone-driven approach that enables resources to be allocated dynamically towards the most promising opportunities.

  • Through active portfolio coordination, timely course correction and disciplined management of finite resources, MISSION seeks to maximise translational impact and increase the likelihood that promising outputs can progress through downstream development pathways.
